Dark Koopas are purple shelled Koopa Troopas that live in dark places (hence the name). They have a lot more attack power than regular koopas as well as health. In Paper Mario, Dark Koopas have the ability to spin in front of Mario to make him dizzy. For some reason, Dark Koopas lose the ability to make Mario dizzy in Paper Mario: The Thousand-Year Door.
